HTC U12+ Buffer Fix

Buffer fix for the HTC U12 Plus created by Wyroczen. It fixes viewfinder lag on Google Camera.

Requirements and notes:

• TWRP
• Only tested on Android 10, custom ROM

Instructions:

Replace file in system/vendor/lib/hw via TWRP filemanager (mount vendor and system if needed)
