    In another indication that an invasion of Ukraine may be very close to taking place, Russian military leaders have gone to their command center, and cyberattacks are underway, according to a U.S. official.
    Gen. Mark Milley, chairman of the Joint Chiefs of Staff, believes any invasion has to happen during the night, the official said.

    A lot of activity has picked up, mostly in the PM since our update last night.
    • Ukrainian President Volodymyr Zelensky made another televised speech just an hour or so ago, where he indicated that an invasion by Russia had been approved (though there is ambiguity as to whether this suggests it will be carried out). He made a direct appeal to Russians asking them to find a way to avoid a war, but also indicating that the Ukrainian people were ready for war if it were to happen. This appears to be the first time President Zelensky has directly confirmed the prospect of a potential war.
    • Ukrainian officials also took the relatively unusual step of directly calling out what they called a false flag attempt in Crimea. The foreign minister and military intelligence accounts on Twitter both stated that Russia was attempting to use an explosion at the Titan chemical plant near the border between Russian-occupied Crimea and Ukraine as a pretext for a wider invasion, stating that Ukraine would not attempt to sabotage this plant with an explosion and also noting that workers had been evacuated already.
    • Ukraine's parliament approved a national state of emergency which went into effect 2 hours ago at midnight in Kyiv. Kyiv's mayor has also declared a local state of emergency to coordinate with the national government and military, and airports across Eastern Ukraine were closed until 7AM.
    • Russia has declared a NOTAM on its border with Eastern Ukraine, a notification warning airmen of hazardous conditions.
    • The self-declared and Russian-recognized Donetsk and Luhansk/Lugansk People's Republics both made appeals to Russia to aid in their defense. Certain unconfirmed social media reports suggest that they believe an escalation was imminent on Thursday. Both the DNR and LNR claim territory beyond the line of conflict to encompass the entirety of the Donetsk and Luhansk/Lugansk oblasts.
    • Ukraine made an emergency appeal to the UN Security Council, which will meet to discuss the matter. Russia currently holds the rotating chairmanship.
    • Cyber attacks hit a number of Ukrainian institutions as well as government websites in the morning. These attacks appear to have resumed recently. Cell service from at least one provider in Donetsk (controlled by the pro-Russian separatist Donetsk People's Republic) was temporarily down.
    The mood is apparently much more somber tonight, with a rumor in Kyiv that hostilities would commence at 4AM local time (it's currently almost 2:30AM there). Shelling continues in the Donbas and US officials earlier today said they believed that Russia had quite nearly all its pieces in place for a full scale invasion of Ukraine to commence.
